Processing center for steel

With the entry into force in 2009 of the Technical Standards for Construction - NTC - DM January 14, 2008, a regulatory text based on the most modern performance standard rather than prescriptive, defined rules and procedures to clearly identify levels building safety so that the durability of the work can be defined with greater degree of correctness, defined as preserving the physical and mechanical characteristics of materials and structures.

Among the materials involved by the NTC 2008, those belonging to the steel chain are of particular relevance in terms of legislative controls and compliance that must be met in order to be able to consider a material suitable for the use for which this was conceived . The actors involved will have different obligations and constraints depending on the step they are involved in during the product process. Thus, on the one hand, the small and medium-sized workshops producing the reinforcing bars to be drowned in the concrete will have to be in possession of a national qualification issued by MIT's Central Technical Service, on the other, large foundries and steel mills will need a certificate of CE Marking of Factory Production Control issued by a Notified Body under Directive 89/106 / EEC.

NTC 2008 introduces the concept of Transformation Centers by defining them as follows:

“A transformation center is defined as an exterior plant and / or a fixed or movable yard, which receives from the steel manufacturer base elements (bars or rolls, nets, sheets or profiles, cable profiles, etc.) and packs structural elements directly available on site, ready for commissioning or for subsequent machining.” (Cap. 11 p.to 3.1.7 )

As an example of a Transformation Center, we consider:

  • Workshops that perform the pre-molding of steel bars, ie those organizations that receive the armature rod outside a construction site, in a plant that can be stationary or mobile and work (cut, bend, bind , assembling ...);
  • metallic carpentry works, ie those plants that receive profiles and / or sheets outside a construction site, in a plant that can be stationary or mobile and work (cut, calandrate, weld, assemble ...) for the production of cold-formed and profiled sheets; and, to continue ,; pre-machining centers for structural components, metalworker manufacturing factories, production facilities for standard structural elements (eg load-bearing structures, external emergency staircases, etc.) and workshop for the production of bolts and bolts nails.

Processing centers are required to declare their activity to the Central Technical Service, indicating the organization, processing procedures, the maximum dimensions of the basic elements used, and to provide a copy of the quality management system certification that oversees the process of transformation. Each processing center must also indicate its own logo or logo which uniquely identifies the center itself. The Central Technical Service attests to the presentation of the above statement.”in Italy If you do not have this attestation and you do not comply with this part of the decree, it is forbidden from 1 July 2009 to work and provide structural steel on site" or more generally the various Works Directorates engaged throughout the Italian territory are obliged to refuse the material without the proper attestations!

A company that wants to be in the right place as a processing center must therefore:

  • have a UNI EN ISO 9001: 2000 Quality Management System certified by an independent third party, which operates in accordance with UNI CEI EN ISO / IEC 17021: 2006;
  • to appoint the Technical Director of the establishment which will operate in accordance with art. 64, paragraph 3, of Presidential Decree 380/01;
  • declare your activity to the Central Technical Service. More information is available on the website of the Ministry of Infrastructure and Transport in the dedicated section of the Higher Council for Public Works(www.cslp.it).

"The Processing Center may receive and process only qualified products of origin, accompanied by the documentation provided for in § 11.3.1.5." Remember that mandatory qualification consists of the CE marking, or the qualification certificate issued by the Central Technical Service.

"The transformer shall be equipped with a processing control system in order to ensure that the operations carried out do not cause any alteration which could compromise the mechanical and geometric characteristics of the original products provided for by these standards."

It is therefore the basic activity of the Technical Director of the plant who, during the production process, must pay particular attention to the bending and welding processes by verifying, by appropriate tests, that bending and welding, even in the case of those non-resistant, do not alter the original mechanical characteristics of the product, since the processing centers are identified as NTCs as a "place of processing" are required to carry out a series of (mandatory and systematic) controls, tests, reported for each type of steel worked.

As a "special process" special attention is paid to welding activities, in particular compliance with the standard is required UNI EN ISO 3834  for the quality requirements and the Welding Coordinator's figure is also defined, 100% control is mandatory for all VT joints by qualified and certified personnel according to the current standard UNI EN ISO 9712 at least of the 2nd level.l

Any supply of pre-assembled, pre-assembled or pre-assembled items must be accompanied by:
(a) by declaration, on a transport document, the details of the attestation of an activity declaration issued by the Central Technical Service bearing the logo or logo of the processing center;
(b) the proof of internal control tests carried out by the Technical Director of the processing center, indicating the days in which the supply has been worked. If the Director of the Works so requests, the certificate above may be accompanied by a copy of the certificates relating to the tests carried out on the days when the work was done.

Paragraph 11.3.1.7 concerning Transformation Centers ends with the commitments of D.L. and the Writer of the Works. "The Director of Works is required to verify the above and to refuse any non-conforming supplies, without prejudice to the responsibilities of the Processing Center. The above documentation will have to take note of the tester, who will report, in the Test Certificate, the details of the Processing Center that provided any material processed. "
